I just wonder that can sensor phalanx detect the fleet with deployment mission ?

I think a moon can see deployment missions, but no recalled deployment missions. But you are right, there is more to moons than my simplified post. Moons can't scan other moons, for instance. And if you have >1 moon and a ridiculous amount of res to spend, you can build jumpgates: instantaneous travel between moons without deut costs

Not sure if I understand your question, but the standard esp report shows the Phalanx Sensor level, as long as you make sure to send the probe to the moon, not the planet it orbits around
